Vacancy for a Clerk and a Responsible Financial Officer

 

St Helen Without Parish Council is seeking a proactive individual to take on the role of Parish Clerk and Responsible Financial Officer (RFO). This position would suit a community-minded person with relevant experience who is looking for an interesting and varied role within a small but active parish council.

As a council, we are committed to supporting residents across the villages of Shippon, Dry Sandford and Cothill, while providing a range of local amenities and services. The council currently comprises seven councillors, all of whom are actively engaged in both their roles and the wider community, supported by a strong Chair and Vice Chair team. Currently, there are also three vacancies for additional councillors.

Council meetings are held approximately every six weeks within the parish, typically on a Monday evening.

Hours: Flexible working, part time - currently 10 hours per week.

Location: The role is primarily home-based, with a home-working allowance provided, but requires attendance at Council meetings and other ad hoc meetings held within the parish.

Salary: In accordance with NJC scale (NJC 18-23) (£16.35 - £17.85 per hr) depending on qualifications and experience. A Nest pension will be offered.

Role: Working closely with councillors, you will ensure that all legal, statutory, financial and governance requirements of the Council are met. You will be responsible for providing administrative support for Council business, ensuring that meetings are effectively organised and administered, accurate records are maintained, and Council decisions are implemented effectively.

As Responsible Financial Officer (RFO), you will oversee the Council’s financial affairs. This includes managing accounts, preparing budgets and financial reports, and supporting effective financial planning, as well as liaising with auditors as required.

You should have strong interpersonal and organisational skills and experience of working with a wide range of people. You will possess excellent verbal and written communication skills, have a keen eye for detail and the ability to work independently, using your own initiative.

You will be IT literate and confident in using financial and administrative systems, with the ability to support others in their use when needed.

Ideally, you will hold the CiLCA qualification, be working towards it, or be willing to undertake it. Support for achieving this qualification will be provided. Other relevant qualifications will also be considered, and the Council is committed to supporting your ongoing professional development.
