Sandford-on-Thames Parish Council - Clerk/RFO

Sandford-on-Thames Parish Council (Oxfordshire)

is seeking an enthusiastic and committed Parish Clerk and Responsible Finance Officer (RFO) to join our team. This is a key role supporting the council’s work to make our parish a safe, enjoyable, and welcoming place to live, work, and visit.

In recent years the Parish Council has funded a new Village Hall and helped develop a community orchard. The Parish Council is responsible for maintaining the recreation ground, four play areas, liaising with local developers, and reviewing planning applications and consultations affecting our parish.

Key Responsibilities:

· Serve as the Council’s Proper Officer, ensuring legal compliance and good governance

· Manage day-to-day council business, including agendas, minutes, and correspondence

· Act as Responsible Financial Officer, overseeing all financial transactions and records

· Manage council assets, open spaces and play areas

· Oversee health & safety and manage contractors

· Provide advice and implement council decisions

· Attendance at monthly Council meetings at Sandford-on-Thames Village Hall.

Requirements:

· Experience in administration and finance (local government experience desirable)

· Excellent communication and organisational skills

· Sound financial background, IT skills and familiarity with accounting packages

· CiLCA qualification and/or willingness to undertake training (Parish financed)

Terms:

· 10 hours per week / 520 hours per annum (including attending meetings in person as required)

· Salary: National Joint Council (NJC) for Local Government Services, SCP 11 (£14.59 /Hour) to SCP 17 (£16.08 / hour) plus pension depending on experience and skills and annual increment. Flexible working, 28 days paid annual leave (pro rata), home working, pension options.
