Aston, Cote, Shifford and Chimney Parish Council is seeking a Parish Clerk
This rural Parish comprises 2 villages and 2 hamlets, located 4 miles southwest of Witney, and is home for around 1,400 people. The Parish Council has a precept of approximately £34k per year to support ongoing village services including grounds maintenance and grants to local community groups and activities. The Parish Clerk post is a varied and interesting position, including planning and supporting infrastructure and challenges. The Clerk is supported by a ‘Responsible Financial Officer’ (RFO). The post is primarily a home-based position, typically requiring 3-5 hours per week (13-15 hours monthly) and in-person attendance of Parish Council meetings each month at Aston Village Hall. Salary will be commensurate with qualifications (e.g., CiLCA) and experience, and referenced to the scale LC2 SCP 21-25 (£17.18 per hour - £18.85 p/h).
The Council seeks an experienced Administrator who is willing to undertake provided training and there will be support for any aspects of the role that an applicant may not be familiar with. Experience of local government or Parish Council work would be an advantage. However, these qualifications could be gained while in post, supported by the Council.
Key skills include excellent communication, a high standard of accuracy and numeracy, good administrative organisation, IT and WEB literacy. A full range of IT skills including the use of Word, Excel, and online banking is also required.
The key duties of the Clerk are:
attending and supporting 7 Councillors at monthly Parish Council meetings in Aston Village Hall (OX18 2FS).
preparing meeting agendas, taking minutes and statutory returns
governance, including policies and procedures
following up and actioning Council resolutions
dealing with incoming and outgoing correspondence
working with the RFO to administer the bank accounts, including payments & receipts, preparing budgets, annual accounts, and precept application
maintaining records, key documentation and monitoring compliance.
